The Telecommunications Regulatory Authority is an independent government agency that has been established under the Telecommunications Law No. 431 dated July 22, 2002.

The TRA is assigned to liberalize, regulate, and develop telecommunications in Lebanon. The TRA's mission is to promote competition and ensure that the rights of users of telecommunications services are respected. Through appropriate regulation, the TRA promotes investment and maintains stability in the market. The TRA issues licenses, regulations, and decisions, manages the spectrum and the numbering plan, monitors the market for any abuse of dominant market position and anti-competitive practices, and takes remedial.

The TRA’s mission is to establish a regulatory environment that enables a competitive telecommunications market to deliver state-of-the-art services at affordable prices to the broadest spectrum of the Lebanese population.

The TRA Board consists of a Chairman and four members all of whom are dedicated on a full time basis and nominated by virtue of a decree adopted by the Council of Ministers upon the proposal of the Minister. Their period of office is for 5 years and is non renewable and non extendable. The Chairman and members of the Board cannot have any direct or indirect interest with any person that provides telecommunications services or equipment in or to Lebanon. (Art 6 & 7)

The Board members are allocated specific activities, supported by a permanent staff, covering Legal and Regulatory, Technical, Markets & Competition and Information & Consumer Affairs.







About HCP

Established by Law 228 in 2000, the Higher Council for Privatization (HCP) is the authority in charge of planning and implementing privatization programs and their relevant operations. The HCP is headed by H.E. the Prime Minister and is composed of four permanent members namely the ministers of Finance, Economy and Trade, Justice and Labor. Each Minister in charge of a sector, be it Telecommunications, Energy and Water, Health, or Public Works joins the council as a member when the privatization of the relevant sector is concerned.

Through professional planning, initiation and implementation of privatization programs, the HCP is seeking to help reap the benefits of privatization. Among others, the HCP aims to increase the efficiency and productivity of sectors which have been state-controlled, broaden the private ownership by Lebanese citizens of major infrastructure, encourage foreign investment in , reduce the public debt, develop the domestic capital markets, catalyze economic growth, and encourage the emergence of a true partnership between the public and private sectors.

Since its inception, the HCP has grown into a team of dedicated professionals who are firm believers in important economic potential and who are working towards a common vision and the fulfillment of the above objectives. It is a non-politicized entity whose team and Secretary General have been chosen through an open and transparent selection process based strictly on competency and qualifications
