Site Visits [18 February 2008]

Site Visits and Management meetings [21 December 2007]

Launch of the Mobile Auction
The Republic of Lebanon, acting through the Higher Council for Privatization (the “HCP”), and the Telecommunications Regulatory Authority (the “TRA”), is offering interested parties an opportunity to participate in a tender process leading to the acquisition of the related assets, liabilities and contracts, of each of the two existing state-owned mobile telecommunications operators, together, in each case, with the award of a 20-year license to build, own and operate a mobile telecommunications network and provide mobile telecommunications services in Lebanon.

  Mobile Auction  
           The auction for the mobile licenses and the existing networks is now officially launched, marking a major milestone in the government’ plans to liberalize the country’s telecommunications sector. The auction will be conducted according to this timetable.

  Legal Framework  
The current auction of Lebanon's two mobile networks is based on two laws which created the regulatory environment for the liberalization of the telecommunications sector. In 2000, Law 228 was issued as a general privatization framework and this called for the enactment of further laws specific to each sector to be privatized. In 2002, Telecommunications Law 431 was enacted, creating a comprehensive regulatory regime for the telecommunications sector. Today, the mobile auction is taking place in line with international best practices in a process that is being co-managed by the Higher Council for Privatization and the TRA.
